SUMMARY

This report presents a few of the most important aspects of AI and the policy and regulatory issues that come up as a consequence of the emergence of new technologies.

The report indicates that three key elements are creating momentum for AI nowadays: the availability of huge quantities of data, more computer processing power, and algorithmic progress. 

The study takes a look at various AI applications in several industries such as healthcare, education and public services. It also notes that AI is expected to be a critical enabler for countries to reach the Sustainable Development Goals.

About the geographical differences, AI development is nowadays mainly concentrated in large rich countries - specifically in the United States, China, and the European Union. AI development is also concentrated in sectors that are early adopters in digital technologies - high-tech, telecommunications, and financial services. An important characteristic of each of these sectors is that sector participants have access to large volumes of data.

The paper also takes a look at the different types of AI technologies: machine learning, deep learning, Neural networks, Computer vision, and natural language processing, supervised and unsupervised learning. It notes that machine learning is a subtype of AI and it’s what most people tend to think of when they refer to AI. Machine learning is described as the technology that allows systems to learn directly from data, without being programmed.

The research also examines the impact of AI on society and jobs. On the one hand, it will allow some functions to be performed more efficiently than what humans are capable of. On the other hand, the impact of AI on employment could be significant - in particular in some parts of the world - where greater proportions of low skilled workers performing manual or repetitive tasks. 

The report also mentions the impact of AI on tax revenue as if certain jobs are replaced by robots and the person that was on the job does not find another one, then income tax revenue for the government will decrease.

The paper also takes a look at data protection issues and AI regulation, and explains that access to personal data, and data protection, will be critical to the future evolution of AI.
