Public services in the era of artificial intelligence

SUMMARY

This report explores how artificial intelligence (AI) systems in public sectors leads to sustainable economic growth as machine learning (ML) takes over tedious and time-consuming labors.

During the past decade, private sector enterprises, such as Google, Amazon, Facebook, and Microsoft, have invested in AI technologies. The private sector applies AI to improve customer service, personalization, and automation. This report recommends the private sector apply AI to see similar results. AI can improve user experience and labor quality.

According to this report, AI can potentially double annual economic growth rates, and boost labor productivity by up to 40%, in developed countries by 2035. Within the same timeframe, AI is expected to deliver an additional US $939bn in value in the public sector. This is would mean a 25 percent increase across the public sectors of 16 major developed economies.

 The public is willing and happy to use AI-enabled public services.  An Accenture survey of consumers in six countries finds that half are already happy to use public services delivered by AI. At the same time, 83 percent of public sector leaders are both able and willing to adopt intelligent technologies.  Further, 80 percent of public service leaders believe that implementing intelligent technologies would improve the job satisfaction of current employees. As AI takes over tedious tasks, employees will have more time for high-value tasks, such as human-to-human interactions.

 The report recommends governments create reasonable policies with ethics legislative frameworks. The public sector will have two main challenges, oversight and transparency. Other challenges include the use of data, workforce, and skills, and digital infrastructure. Nevertheless, we cannot ignore the benefits of AI in the public sector. Transparent systems will cultivate trust among users and avoid bias in that case we need sensible policies.
