Digital Economy and Society Index Report 2019 Digital Public Services

SUMMARY

This report on digital public services found that Finland, Sweden, the Netherlands, and Denmark, are the most advanced digital economies in the EU and that are followed by the UK, Luxembourg, Ireland, and Estonia.

On the other hand, Bulgaria, Romania, Greece, and Poland have the lowest scores on the EU Digital Economy and Society Index (DESI).

When it comes to digital public services, Finland receives the best score followed by Estonia, the Netherlands, and Spain. On the contrary, Romania, Greece, and Hungary received the worst scores in digital public services.

Regarding e-Services, the document explains that this helps to reduce the time spent in public administrations which is an incentive for citizens to use them. Sweden, Estonia, Finland, and Denmark received the best scores, with over 90% of internet users who have to submit forms to the public administration selecting governmental portals. Italy and Greece are the only two EU countries that perform below 40%. 

When it comes to e-medicine and digital health and care, according to the paper over 50% of citizens in the European Union would like to have online access to their medical records.

The paper notes that just 18% of people in the EU have used digital health and care services without the need to go to a hospital or doctor's surgery. Most people, the report clarifies, have never used digital health services. 

According to the results, more than 40 % of general practitioners used online networks to exchange medical information with other healthcare providers and professionals. However, sometimes systems are not compatible which creates issues that prevent general practitioners from exchanging patients’ data. Denmark is the most advanced EU country in terms of digital health services on offer.
