SUMMARY

This research takes a look at the barriers to protect distribution grids and a few of the best practices to make those barriers disappear.

The report notes that the protection of vulnerable distribution grids starts by improving the communication between regulators and utilities to boost trust and action among stakeholders. In the second place, it is necessary to examine the activities of all distribution utilities to make the number of system vulnerabilities go down. 

It is also required, the paper suggests, to put aside new financial resources and develop support programs to enhance action in utilities of all types. The document also recommends as well to assess cost recovery programs and make sure these are promoting the development of new technologies and programs. 

The last chapter discusses in depth the value of metrics as these allow the justification of future investments and enable utilities to evaluate their operations. Metrics also help in the decision-making process and helps regulators detect where performance level is lower than expected.

The report includes examples of places where actions are being implemented and the company behind that action.
