The Bundesnetzagentur is in charge of the enforcement in Germany of the rules on network neutrality under EU regulation, the document indicates. This research explores the activities conducted by the Bundesnetzagentur concerning the investigation of business models and practices, such as zero-rating offers and complaints by consumers with regards to connectivity problems.

According to this study, Telekom Deutschland and Vodafone recently added gaming apps to their zero-rating products. Telekom customers could book "StreamOn Gaming" onto their current "Magenta Mobil" mobile tariffs. The resulting data traffic would not be deducted from their data volume agreed as per their contract. The issue was that the loading of ads and similar content unrelated to gaming was counting towards the data volume. After investigating the case, Bundesnetzagentur concluded that the terms and conditions for the participation of suppliers of gaming apps were clear and transparent. 

The Bundesnetzagentur also examined the provision of available IPv4 addresses and the use of Network Address Translation by internet access suppliers as users previously complained about connectivity problems.
